A city with an older housing stock than its own county, split between a pre-war flatland grid and hillside neighborhoods where the house hangs below the garage and the Hayward Fault runs through the middle.

Oakland's median build year is around 1952, roughly seventeen years older than Alameda County as a whole, and about 39 percent of its housing dates to 1939 or earlier. The city doubled between 1900 and 1910 as people displaced by the 1906 earthquake settled across the bay, and much of the stock comes from that wave and the building boom of the 1920s. Above that sits a different city: hillside neighborhoods where zoning regulates height by how steep the lot is, where a downslope house steps below its street-level garage, and where the Hayward Fault creeps visibly through Montclair Village. Parts of those hills burned in 1991 and were rebuilt in the 1990s, so build era here has to be checked rather than assumed. We built the inspection around both Oaklands.

A home here can be a pre-war bungalow on the flats, a 1920s period-revival house in the lower hills, a 1990s rebuild in the fire area, or a downslope hillside house on posts. Here is what we trace on every inspection.

An older housing stock than its own county

Census data puts Oakland's median build year around 1952, against roughly 1969 for Alameda County as a whole, with about 39 percent of units dating to 1939 or earlier and about three quarters predating 1980. Oakland roughly doubled in population between 1900 and 1910 as people displaced by the 1906 earthquake settled here, and a great deal of the stock dates from that period and the 1920s boom that followed.

The hills and the flatlands inspect differently

This is not a figure of speech, it is in the zoning code. Oakland's Hillside Residential zones regulate building height by footprint slope in bands above 20, 40 and 60 percent, and on a steep downslope lot the garage sits at street level with the house stepping down below it. That geometry puts real structural load on posts, girders and their base connections in places that are awkward to reach and easy to skip.

Not all of the hills are old

The 1991 Tunnel Fire burned through Forest Park, Montclair, Upper Rockridge and Hiller Highlands, and those neighborhoods were rebuilt largely through the 1990s. One hills census tract shows nearly 58 percent of its housing built between 1990 and 1999 with a median year of 1994, inside a city whose overall median is 1952. We check the actual build era rather than assuming every Oakland house is a pre-war house.

The Hayward Fault runs through the city

The Hayward Fault extends along the eastern side of Oakland, and the USGS notes that Montclair Village straddles it, with slow surface creep visibly offsetting streets and sidewalks. The USGS puts the regional chance of a magnitude 6.7 or greater quake at about 72 percent over 30 years. We document what is visible at the structure and refer fault-specific and engineering questions out. Parcel-level zone answers come from the state EQ Zapp map, not from us.

Slope stability in the hills, fill and bay mud in the flats

Oakland's Safety Element states that landslide risk concentrates through the Oakland Hills and within two miles south of Highway 13, and that most hillside development predates modern grading requirements, so older hillside homes and subdivisions are the most susceptible. Down on the flats the story is different: artificial fill over estuarine mud along the bay margin is the very-high liquefaction unit, which is the ground the Cypress Structure stood on in 1989.

Two real point-of-sale certificates, and one that does not exist

Oakland requires a private sewer lateral compliance certificate through the regional EBMUD program on sale, and a sidewalk compliance certificate before title transfer under the municipal code. What Oakland does not have, unlike Berkeley, is a general pre-sale building inspection requirement. Nobody is checking the condition of the house on the City's behalf before it changes hands.

FAQ

Frequently asked questions

Are hillside homes inspected differently?

Yes, and the difference is mostly underneath. On a steep downslope lot the living space steps below the street-level garage, carried on posts and girders whose base connections and clearances matter a great deal. We document what is accessible and visible and route slope stability and any retrofit engineering to a licensed geotechnical or structural engineer, because hillside work is genuinely outside prescriptive standards.

Is every Oakland house an old house?

No, and assuming so is a real error here. The 1991 fire area was rebuilt largely in the 1990s, so parts of Montclair, Upper Rockridge, Hiller Highlands and Forest Park are a 1990s cohort sitting inside a pre-war city. We verify the build era rather than inferring it from the neighborhood.

Does Oakland require a seismic retrofit before I sell?

Not for a single-family home. The mandatory soft-story program applies to wood-frame buildings of five or more units built before 1991. Single-family homes, duplexes, triplexes and fourplexes fall outside it, and the city's single-family strengthening chapter is voluntary. State grant programs exist for qualifying ZIP codes and house types; verify current eligibility at the program's own site.

What is the sewer lateral certificate?

A regional requirement covering Oakland and several neighboring cities. On sale, on work over a set dollar threshold, or on a meter size change, the private sewer lateral has to be tested and certified. It is a real transaction item worth raising early, because a failed test means work before closing.

How long does an inspection take here?

Two to four hours for most Oakland homes, longer for multi-level hillside houses and older multi-unit buildings. The report comes the same day.
