A citrus-era foothill town behind a fast post-1987 build-out

Highland incorporated in 1987, but the area's roots run back to the 1850s-1870s founding settlements of Cramville, Rabel Springs, and Messina, and to a citrus industry irrigated through infrastructure built in the 1880s that made Highland known for some of the finest navel oranges in the region. The small original townsite core around Palm and Pacific Avenues, now a National Register historic district, still carries older homes and original systems. Almost everything else in the city was built afterward, with a sharp construction wave in the early 2000s. East Highlands Ranch and the newer planned tracts

East Highlands Ranch, master-planned beginning in the early 1990s and built out mostly from 2000 onward, is Highland's newest and largest planned community, with the city's more recent Mediterra at East Highlands and Greenspot Village growth continuing that pattern today. Homes here are newer, but that does not mean defect-free. We watch for builder-grade shortcuts, post-warranty settlement, stucco cracking, and drainage issues that surface once a tract passes its first decade.

Highland sits directly at the southern base of the San Bernardino Mountains, and neighborhoods closer to the foothill edge carry real wildfire exposure and steeper site grading than the flatland tracts to the south.
